We know two freedom trains. 1947-1949 and 1975-1976. However, in 1987 MDC released different freedom trains. It celebrated the 200th anniversary of the Constitution of the United States, it was a steam locomotive, four Overton passenger cars and this wooden boxcar (page 24 of the July 1987 issue of the MR). Are they fictitious? No, the real train existed only in one case. The Blue Mountain & Reading R.R. wrote his own wording on the 4-8-4 tender. It was described in page 16 of the December 1987 issue and page 55 of the April 1990 issue of the Trains magazine. Looking for the Internet there was a color picture on Railpictures.net. Is the sentence "We the People OF READING & BERKS COUNTY PA, CELEBRATE CONSTITUTION DAY"?
